PokerStars and Full Tilt have banned Sharkscope from use on their site.
However, neither site has punished a single person for use at this point in time.
Also, according to Full Tilt's TOC it appears Sharkscope's search feature should be allowed. I tried to get clarification on this issue but Full Tilt ignores the tough questions most of the time.
PokerStars, on the other hand, has made it crystal clear they will not be punishing users for using Sharkscope, but they will be trying to limit Sharkscope's ability to collect the results of games. Whether or not this will end up being effective, nobody seems to know, but I would imagine Stars is more likely than not to be able to seriously disrupt their collection of tourney results.
Anyways, that is why you won't see us using Sharkscope in most of our videos, though several of our coaches still use it personally, we just don't want to encourage use of prohibited software on sites, regardless of the perceived fariness or unfairness from the poker rooms.
* Note: Some older videos such as Primo's archived videos will have Sharkscope in them, these were mostly made before PokerStars policy.

Can I use the webpage www.sharkscope.com when I am playing. Sharkscope does not share hand historys, it only keeps track of SNG results.
Say I am playing a SNG and use sharkscope to look up if a player is a winner or a loser, is this allowed?

"Hello Daniel, Thank you for your email. Any website service such as Sharkscope is not permitted for use, as they contain information derived from hand histories you did not personally participate in."
Ask them to cite the rule that prohibits Sharkscope.
They will refer you to a rule that talks about gathering player tendencies and hand information.
Then tell them Sharkscope only gathers sng results, not hands.
Then wait for their reply email, but don't hold your breath, I'm still waiting.
