Can you please give us some more information? How did you "chop" the winnings when playing with a 4 man partner? What was your partner's username?
There are sometimes other subtle, yet important details taking place in these 4 mans that lead to accounts being temporarily held.
dont chip dump, just flip, and the problem is solved
Really really really important. Did you dump the chips or chop? As far as I know, chopping/flipping is fine, but dumping chips is not.

Stars has always been cool with 4 mans as long as you go AIPF first hand and settle up via transfer. When you chip dump and stuff like that to let someone advance, then you are definitely at risk of getting in trouble or warned, etc.
Does this only apply to the first round or the entire match ?
IMO the no-chipdumping rules makes sense in the first round, especially if there's a bigger difference in skill between the two players - it'd be unfair to the other players if the worse player of the team could always dump his chips to his better partner to let him advance.
why would you play in pairs? is it just for fun or am I missing something?
I believe if you are with an equal skilled opponent it lessens variance slightly.
Be careful, there are many players who fall into the "crutch" category where they just play 4 mans with partners and won't play solo. Or they play 4 mans with partners when they have plenty of action at their own buyin. Don't be one of those guys.
As for chip dumping, Stars just doesn't want it happening anywhere. Settle up via transfers and you should be all good. If that policy changes then they will deal with a lot of complaints and threads on major poker forums from some of their biggest earners.
why not just check to the river and then tell each other on the phone who has the winning hand whoever wants to move onto the next match can wait till they have winning hand then both shove? still very suspcious but stars can't prove that u were coulludeing he shoved into 40 chip pot with 6 high cuss he knew u would fold and u soul read with 10 high obv completely standard

Would be a tremendous waste of time and honestly pretty hard to correlate what hands you each have and what you should do on each board over a mic or phone or even IM while playing and thinking on other tables. Considering you often will get into a chop situation when doing 4 mans with a partner, I just don't think this is a feasible option. Sure, you COULD do it, but I just think it would be like playing heads up poker while standing upside down.
Well, IMO this is really cheating when it's done in the first match and I wouldn't want to play any 4-mans on a site which tolerates this.
I mean, this only makes any sense if one of the teammates is better than his partner - and in this case, the winner of the other match would always play against the better player of the team, whereas in normal play even a total fish has at least a 25-30% chance of winning the first match.
A lot of people try to convince their partner to let them win the game, especially after they've lost a few of the 4 man flips... it has to do with lack of confidence and mental weakness, they care more about their Sharkscope stats than actually making money.
