I think you mean "balancing ranges." If not, disregard the rest of this, but:
Balancing can be taken pretty literally in poker.
For example,
If you only shove the river with the nuts and 2nd nuts, your range is not balanced.
If you shove the river with the nuts, 2nd nuts and equally as often with a bluff, then you are balanced.
You can also talk about a balanced range in regards to the pot odds being offered.
If you bet 500 into a 1000 pot, your opponent only needs to win 25% or more of the time to make it a good call. If you have 50% bluffs in your range, then you're not really balanced in relation to your bet size. If you have about 25% bluffs in your range and 75% hands that beat his calling range, then you'll be balanced in relation to the size of the bet (and odds you offered your opponent).
Often times you don't need to worry so much about balancing your bets and ranges because you'll only be playing a player once or twice, at most. If you start to play the same player over and over, then it goes from "this guy seems aggressive" to "he shows up with these hands in these spots" and range balancing and meta game play a much more important role in the game.
