conversation went:

asked him on a table like 2 hour later and he said he had sent, and would check the receipt... then disapeared after that game.

I think I remember reading that the $55s is the highest level where Stars won't intervene, but I could wrong about that. Either way, I'd advise just playing it out against anyone who doesn't have a reputation to lose if they rip you off.
All you can do right now is out him as being a douchebag to as many regs as you can. Maybe if you get enough people to sit him out of spite he will cough up the money.
You should get your money back.
I'll see if I can talk to dmoney and Stars security and see if one of them steps up here.
Actually, get me the tournament ID of the game in question please.
I'm pretty sure you will get your money back within a week, it's tough because it's the holidays and a lot of people are on vacations and such.

had a look round on the 2+2 forums and it seems like dmoney731 has a history of not paying when he agrees to chops.
PS are being no help at all.. i asked why they would not help me out and got this response

One player has received their money from this player due to Stars stepping in. At least two others it appears have not.

why is it that PS has stepped in in some situations and not others??
Apparently they inserted that "no deal making allowed" notice into the 2 man lobbies for awhile.
Why they have held up some chat agreements but not a few here, I don't know.
I'm working on finding out, getting your money back and preventing this dmoney asshole from screwing more people out of money.
Any of the higher stakes members here, feel free to sit dmoney at the $55 turbos on Stars if you see him. I will be doing the same if I see him.
That "no deal making" thing is for turbos only, AFAIK there is no such notice at regspeeds. I wonder why...

When you open up a specific game and get ready to register, there is a rotating message in the top right of the box.
You can definitely register and get a game well before it shows up though, since it's the 2nd of the 2 messages that rotate.

IMO Stars should just fix the underlying problem by opening a new empty table once someone is sitting.
During peak hours, you just can't find any empty tournament - you'll always find some other regular already registerd, so you need to use the "Register to any" function to get a match. The problem here is, if two regulars are doing this, they'll end up playing against each other.
Happened to me at least 5 times today, twice against taedium (where we chopped) and a few more times against random SuperNova's (where I didn't even ask because I didn't know them).
There is no underlying problem, people should just play with whoever sits with them at their buyin level.
There's no way a good player at $57 or $115 doesn't have an edge over a player like Dmoney. Too often people just look at stats and assume it's impossible to get an edge or that the other player is good. It is true sometimes, but you don't know until you play them.
Moreover, even if you play somebody much stronger than you, if you find a leak or two and they don't recognize any particular leaks to exploit of your's, you could easily have an edge.
HS players can back me up on this one, nobody is ever as good as you think when you're intimidated, and you're never as good as you think either.
im not sure that stars opening 1 more lobby would have a huge impact, i think the chances of 2 other regs sitting at the free lobby the same time would be pretty similar - that said i get the sentiment, and wouldnt complain if they did it :)
Re playing other reg's... no doubt you are correct Ry that there would be an edge to be found on many reg's, including myself ! I am still happy to chop though because im really not looking to get into any epic battles with regs where we are sitting each other all the time. so rather than look for the edge ill chop it and take my bigger edge over the fish :)
i also feel like chopping with the regs is more freindly, and i kinda like that... e.g i dont want to be sat by good players and have them try to exploit me, so im not gonna do it to other guys who are just trying to earn a crust too.

Well, imo the additional lobby would almost eliminate the risk of two regulars sitting each other if both don't want to play each other. All regs would simply sit first at an empty table and wait for fish to join. That's how it works on Full Tilt or Absolute.
Regarding having an edge, sure I probably have one against a lot of the regulars, but it's just a lot easier to play fish. It doesn't require that much thinking or concentrating, I can play three tables - and I still have a significant edge over fish when I'm tired after a long and stressful workday.
Playing regulars doesn't only require me to be focused all the time, it also makes me get tired much more quickly, so I'd need to shorten my sessions.
At the moment, I play poker to quickly build back a bankroll which'd be sufficient to play the $200's - and for that, I need to lower my variance and also get a lot of volume.
Without the threat of getting sat by other regulars, a ton of the weaker regulars would then sit first under the unlimited lobby creation rule.
Then the better regulars, forced to wait much longer for a game, would end up just sitting the weaker regulars and you'd probably see more reg vs reg wars and a ton more whining.
I wouldn't wait 30 minutes for a $115 game, I'd just sit people I normally wait to register for a match before I sit first, even if it's a 1-4% ROI type edge on them. If I couldn't improve my edge on those regulars I'd just move down a level or two.

we both sat at the same time randomly just now and played two games... he wouldnt even talk to me so i just got to telling him what i thought of him... the only time he did say anything it was to tell me he was reporting me /shrug
but yeah... it'd definately be good to find a long term solution to this issue as a whole. a little bit af certainty when peeps do want to chop would be nice.
do you have any idea the rationale behind not allowing ppl to chop in husng's (or at least making chops unenforcable)? it obv sux imo :P.
also is it different on Full Tilt, i dont play there but remember hearing something like they dont allow regs to chop at all (ie no tranfers), this is just a vague recolection and could be way off the mark :S
do you thin its likely that PS will do anything to fix this issue (long term, not my personal case) and if so what?

I'm not sure the rationale behind the no chopping rule, but I would guess it's likely to avoid tying up support with extra p2p problems.
Also, what would Stars do if a user agreed to chop in chat, did not send the money and went broke? They would be on the hook for the transfer if they allowed chat agreed upon chops universally.
I think FTP is like you say it is, they don't allow chat chops.
Long term, I think the best solution is to make it clear and known to husng players that you cannot chop in the chat of 2 man games. I like this rule better than allowing a chop chat (for various reasons), but it has to be known to all players, otherwise it puts players in spots like you, which is unfair. Dmoney is basically taking advantage of a rule change and is angleshooting/scamming people out of their money.
I'm guessing Stars will make it more clear in the lobby in the future and I can help out by putting someting up in HuNL for the husng users to see about the rule change so that regulars don't get scammed by other regulars that are used to chopping with one another.
Currently, Stars has this on the 2nd page of a rotating message in the individual game lobby. You can actually register for a 2 man husng and get a game launched before you even see the message come up. That is not enough and should be plenty to get your money back (not to mention this user's history of doing the same to other people).
They gotta do what FT does, the "make deal" button eliminates this issue entirely....maybe they are working on it.

I accidently sat down on a 55 deep no blind raise against a regular desmo88 and he did the same thing to me once he saw that I was a descent player. I followed him around for a few days asking and he said he had problems with his account that wouldn't let him. This week he just won't respond at all. Stars said the same thing execpt I kept sending stuff back saying that its BS that they let people do this and I threatened to make a carreer out of the same move if they didn't do somthing about it. They replied saying that if a player did it twice then they'd get banned but they were going to give the benefit of the doubt for the 1st time. I'm checking in on his tables every now and then to see if he's up to anything.
Can you please copy the email where they say that the person is banned if they do it multiple times?
I'd love to say goodbye to dmoney over this.

I was waiting for a reply from security on my last email. He was talking about not refunding people's accounts since it's against their new policy, but I made some valid points.
We'll have to set up a chain email thread this week on 2p2 to get everybody we can to complain about this. It's pretty insane that they won't honor the chop when the player was clearly manipulating people and the rule in order to steal their money.

that would kinda suck if after it all they let the jerk keep my money!! definately would be kinda pissed at PS would just allow him to steal. it would be a different thing if it was just a once off and the guy was under the impression that we were flipping for it or something, but the guy is a repeat offender.
i would prolly also be a little more forgiving of PS if there were some solid reasoning why chops arent allowed in hu matches, but it seems the only reason that they do not allow chops is to save themselves the time of having to get administraters in to manually chop it which is (obv valid for them as a company) but not benefit to us as players at all.
personally i had never seen the no chops allowed banner, and had always just assumed that PS would sort it out if there was funny business... especially given there is somewhat of a culture chopping between regs.
bit insane to me that over the last few years of playing i can pay like $50k+ rake to PS and then they go and be dicks just over $55, sigh. i know PS didnt personally do the ripping off, but they created the policy that allows it to happen and then fail to remedy it when the policy clearly gets exploited.
what a pain in the arse... this whole situation is so -ev, so much time spent dmoney hating/ emailing PS/ posting in forums again just for $55. i really would love it if PS just put a chop feature in their software and stop this shit from ever happening again!

I agree it sucks and is a time sink.
But it doesn't just benefit you, it benefits others, so that's why we do it. If we only think of ourselves, we don't really have a right to bitch in these situations. If people don't speak up as a whole, Stars surely will enact policies we don't agree with or do not think is fair from time to time, and we don't have much of a right to bitch on relatively minor ones such as this one.
But if we put in a bit of time (and for most just an email in a situation like this), we can make the husng games a lot more fair and make the poker sites much more accountable for bad decisions.
In this instance, we've given Stars plenty of time to do the right thing, so we'll have to bring this public now.
yeah hopefully the effort that we put in now can help make PS safer and fairer for all in the form of some policy cahnge or chop btn addition or something. if that is the result it will end up +ev after all.

as a side note was looking thru the PS tourney rules and found the the General Rule 1 was :
PokerStars will, at all times, consider the best interests of the game and fairness as the top priority in the decision-making process. Unusual circumstances can, on occasion, dictate that decisions in the interest of fairness take priority over the technical rules.
... and yet still no justice....
