sorry if this is painfully obvious, but how do i get a blog on here? do i need to be a fully paid member?

At the bottom of the blog page it says:

The here is my email address, rypac13 [at] husng [dot] com. (at and dot are @ and .).
A lot of people just click on the most recent blogs side bar, so I can understand if you missed it.
