An ROI of 2% seems feasible at all stakes.. Anything up to 6% is probably doable but obviously highly dependent on player skill and stakes..
Your ROI seems on the high side, but who knows you might be crushing.. However I would suggest looking at the EV ROI as this can be a bit more accurate (although even this is not spot on).
Move up when you have the Bankroll for the $7 and dont obsess too much on the ROI for the current level
