I suspect there is no right answer to that except if you folded at the time it was for a reason eg he had yet to raise you post flop.
What can be improved is the line you took through the hand which left you having to make a difficult decision on the river.
If his Cbet is 100% then reverse implied odds would suggest that calling a pfr of 71% with J3s mathematically wrong.
Then having called and missed the flop and facing a cbet with a flush draw you have an opportunity to correct the first mistake by putting in a decent sized semi bluff XR especially given the board is paired which, and did, threaten you if you made a flush.
And then having called the cbet likely bluff you has an opportunity to lead out on the turn having made the flush which was likely advisable as people who cbet 100% don't usually double barrel anything like that much. But instead you gave him a free card and paid the price imo.
Try and keep it simple. Bet when you are strong and force him to answer the questions. You will learn alot about his hand now and likely avoid difficult decisions later on. Only slow play if you are confident it will be for value.

Sure. The high cbet changes things. So calling a pfr x2 all-in is a different affair to calling at 24bb.
It depends. I would check. But the big boys often bet as a check looks like what it is, a missed flushed draw, and with a flush draw on the flop they expect their opponent to RR for value if they have a hand. Lower stakes players don't often RR as a rule.
I think your lines fine. Preflop not folding J3s that deep. Flop outa position check calls fine, dont really wana checkraise and bloat the pot outa position and put ourselves in a position where we could be hanging ourselves on the turn vs his trap hands when we miss or have to check give up. Sure a checkraise gets some fold equity but its just as likely to get clicked back on a paired board as most people dont believe checkraises on paired boards as much on dry flops and contest those pots a little harder. When we checkcall our hand looks like we have showdown and i expect turn to go check check when villian gives up, so we can bet river if we missed our flush draw and fold out some slightly better hands like queen and king high etc. We define our hand less too as there is more hands in our check calling range. On the turn I dont expect his bluffs to check turn and bluff river so I expect he probably did check back 9x on this turn as im sure 4x is still valuebetting in position reguardless of the flush. On the river bet folding is better than check calling after he checks back the turn, i expect him to have either medium to weak type showdown ( bluffcatchers) or air that will just check behind with that line, so by betting river we may still get some value from hands that will check behind if we dont bet ( 7x, pocket 5s, ace high etc) and his air had already gave up on the turn.
