Remember that (as long as you are not a complete beginner) you are never 100% readless!.. In a game vs an unknown player you should always build your gameplan around the general reads of an average player at your level. (aka: Population Tendencies)..

To answer your question: KQx is a pretty std 3bet imo (at least at <$15, i only have a minimal sample higher than that so thats for someone else to answer).

Just Flat KQo readless 25BB deep. 

3-bet  KQs and KJs and then obv you have to call a jam if he 4-bet jams.

Like many close decisions it depends on your opponent.

The "standard" play is to NAI 3b and call a 4b jam.

It does play well OOP in a single raised pot too though so if you want to flat it won't be much difference in expectation.

Just don't 3b and fold to a jam. That would be lolbad without extreme reads.
