BB: t1675         M = 37.22
Hero (BTN/SB): t1325         M = 29.44 Pre Flop: (t45) Hero is BTN/SB with 9 9
Hero raises to t60, BB calls t30
Flop: (t120) 7 J 4(2 players)
BB checks, Hero has no plan for the rest of the hand

I get into spots like this relatively often (about once every 100 hands) and I'm often terribly lost in these hands. My hand is not strong enough to go for two streets of value against flush draws, as I'm almost always facing an overcard on turn and I could already be against a jack (or worse, jack+higher spade where I'm drawing to 1.5 outs). Still, I should not allow lone flush draws a free card on the turn. Also, if I hit my draw, I'm set to win a little or lose a lot or otherwise be suscept to some lunatic raising his 6 or whatever and pushing me out of the pot. Should I play this as a second pair or as a flush draw or some combination of both? Whichever way I go, my hand is mediocre (neither the 5th nut one-card flush, nor the second likely to be third or fourth pair aren't great hands).

I think that your hand is

I think that your hand is strong enough to go for two streets of value. I also don't think that many players will raise you with marginal holdings on these boards (if you get raised, you are probably in trouble). I would bet this flop and bet a blank turn as well. If you turn a spade then check it back and you can still get the 1 bet of value you want for your decent flush (your turn check might induce a river bluff, if not you can bet yourself and he will probably be check/calling worse).
