The stacks are still deep enough that he could be raising 2.5BB instead on minraising.
He has a strong hand post-flop but it is vunerable to a flush draw so I would be betting more (150) on the flop to price the villain out of chasing the flush draw if he has it and also to get more value from a weaker king or a smaller pair.
For the same reasons, I would bet around 3/4ths of the pot on the turn. Checking just gives a flush draw the chance to see the river for free. The 4 is not a scary card so if a weaker pair check-calls the flop bet, it is likely he will also call a turn bet
The river bet is far too small unless he has a read that the villain would raise on this sign of weakness and is trying to make a fancy play. Usually, if he has missed the flush draw and has nothing but air, he is probably still folding to this bet and if he has a weaker pair, he would call a larger bet.

But he didnt bet the river, his opponent did. The reason why he did check the turn was because even a four was in his range here, because he was playing really loose there. Like calling with nothing. And then he just called the river bet. He should have raised the river for value?

 I would virtually always

 I would virtually always bet the turn.... Yes a 4 beats us now, but we beat everything else.  Given that we checked, I'm raising river to 350 and folding to a 3bet.  We're still beating everything else.

I find anyone who was playing the 4 (i.e. a4), is virtually always going to bet out and not check raise, you cant be afraid of every possible 2 pair that hits the board when you have the flush draw and holding  tp.
