Comparing it to FTP, say, which we offer 27% for and they rake around 5% of buyin.
Now, the players on NoIQ might be really weak, but in my experience you're better off not playing on poker rooms that rake around 10% for husngs. There are just too many soft rooms that rake 5% or so (Bodog, Cake, Carbon, Euro rooms, etc.), especially for players that play at $33 or below.
I believe the rake is similar to other rooms with the 5%. I'll ask when I see this person.
He told me PKR is very very fishy, but he does not enjoy the animations. I don't believe he had to wait very long for games, but he does play at the $10-20 range, so it's possible higher games (much like Cake or UB) are much slower to fill.
He also mentioned that everybody seems to limp their button and randomly spew. He implied that it was a bad thing, but that sounds very nice to me :)
