I think c/r the flop is okay a decent amount because you raised his limp ie you don't have much in range that hits the board, so villain will bet a lot of flops and fold to c/r.  Given that I lead, I'm usually going to c/r the turn much along the same reasons I would c/r the flop.  As played, I think both jamming and calling are okay, depends on if villain has any hands ever that will fold to the jam.  If not (and it sounds like not), then just call and hope to hit.  That said, I'd probably call and jam any non-8 river.
