This was 15 hands in, not to many reads but he was kinda loose aggressive he 3bet me a few times
preflop, do you think I should be getting it in here on the turn or just call and reevaluate on
the river.I thought he had a weak Jack here when he raised my bet on the turn but did not raise
preflop, I also think I should have bet larger on flop like 30

I think you flat turn and jam river. If you think he is limping and hit the J with a weak kicker then I would be worried about him having J9 or J5, but most likely he hit the J and is betting it.
As far as betting the flop. I would have went ahead and bet 40. People that are LAG are going to pay the 40 chips to see a turn because in their mind 40 chips is not enough to stop them from seeing a turn.
I would suggest reraising the turn here. You have two pair and are ahead of any single pair, well ahead of draws. Flat calling is ok, but I think you get too much value reraising, especially from good pairs and probably some draws with a loose player.
The flop bet does need to be bigger though. If the player is aggressive, a check raise is good as well, to help build the pot on early streets, making it easier to get his stack by the end of the hand.
Its going to be hard to get it in on the river if hero just flats the turn pot is going to be ~440 and we have 1k behind, bet 40 on the flop, 2/3-4/5 pot turn and 3bet his rr make it as small as possible while setting up a river 2/3 pot shove and shove any river imho.
