Kinda strange that he re-raises the river lead with 2 pair given how wet the board is.

I think you're being results oriented on this one. He showed up a hand that I wouldn't expect to see either, and you likely just feel "wow, given he showed up with this, I wonder if he'd of called a jam?"
Truth is, when they raise your river lead here, it's far more often a flush than two pair. Two pair is often a misread of the board being so wet too, or just an unorthodox decision maker.
In any case, flat that raise, don't reraise.
