I think generally turn leads

I think generally turn leads are [2nd pair type holdings which improved on the turn + some slow played flopped monsters that get scared by the turn card] and don't want to risk me checking behind. 
I really didn't know what to make of the tiny turn lead though because it was a blank (besides bringing the 2nd FD to the board). 
Something like a pair + SD that wants to protect vs the 2 FDs and see a river cheaply?
 
I think for villain to have a bluff on the river here I have to believe villain is capable of leading turn small to define my range and bombing the river when I flat. 
But that doesn't even make too much sense because I'm still going to flat with my monsters because I will have postion on the river with so little behind that the money can still go in comfortably. 
I'm not giving him credit for taking such a creative line on such a wet board readless. 
 
The only hands that may take this line that I'm ahead of are  KT @ K9, which I have blockers to, significantly reducing their combos. 
Also his slightly over pot river lead jam makes me weight his range to mostly Qx. 
 
Given the action, I don't think I'm ahead enough (~ 33% req for ~ pot size bet) to make the call here profitably. 
If he had a bluff or overplayed a weaker holding well done to him.
