monotone boards are very scary for many opp and they will often be succesfull ...
good board to fire an eventual turn barrel also...to pick it up there

i am wondering about your question ...
why wouldn't you cbet on the turn ???

basically, if you hesitate... without a fullproof reason NOT to cbet the flop at the 7's, you should allways cbet it...

it's kind of your question reversed.. but in most cases it's like this...

I kind of don't understand the question, since this is a standard situation that should be covered by your overall gameplan...
it's just a standard situation for as long as you have no specific reads to 'alter' your gameplan in these situations ...

Players @7s generally have the leak of calling too much pre relative to their unwillingness to contest the pot postflop without a hand.

The population plays quite fit or fold, with the occassional spewtard who overtly bluffs a lot.

Your default cbetting strategy should therefore be formulated within the context of how wide ranges interact with the board texture.

The advice of cbet every flop, while not terrible, is not best in my opinion.

There are boards which hit villain's OOP calling ranges so hard that you should decrease your cbet bluff range significantly on them.

The flop you posted is fine to cbet. Villain will give up a lot without a pair or a FD.

that you need a reason not to cbet ...

if the board is a 'perfect match' for oop calling range... that is an example of a sound reason not to cbet ...
you just explained it longer and better ;)
