Well, you said it yourself, he calls light both pre and postflop.I'd almost consider folding T4s, depending on how bad he really is postflop, but you are offered no fold equity preflop, have a very weak hand and if you can't win on boards you miss the board with too often, it's likely better to just open fold preflop.I think raising for value is fine. You'll be dominated sometimes or facing a superior QJ type hand, but if he's really calling raises light there is still plenty of value in raising this flop. You don't benefit much from calling and seeing more cards either, unless he's a total maniac bluffer. If you have that read, I could see how flatting might be the best option, but based on what you're saying here a raise looks good with a possible open fold preflop.
If he's passive on the BB preflop, then wouldn't T4s be alright for a call; keep the pot small and be in position? Obviusly if he is raising over your limps, this sucks. I agree that fold pre > raise with T4s. The one concern I have here is your reads say he is betting half pot over and over, but now he switches up to a PSB. Usually, the first PSB in that case is fairly strong. I suppose you should assume you he can show up with some 9s as well as Ts and that draws are break even, but the PSB is concerning.
