No cbet on AT6 tt in single

No cbet on AT6 tt in single raised pot @ 23BB is very suspicious.
I'd c/c the turn and reevaluate the river based on bet sizing. 
 
When villain does this gimmicky small re-raise over your turn lead should heighten your suspicion that he checked back Ax even further.
Your re-raise does not achieve anything and was a mistake in my opinion.

Very occasionally players (incorrectly) check back SDV [Tx, 3x] on this flop, and if he's one of these guys he's not going to then turn those holdings into a bluff by betting the river when checked to as it would be illogical with respect to his initial presumed logic of checking back SDV on the flop.
If he bets anything more than 0.5P on the river I think his range is heavily weighted to tricky-fish line Ax and you can make an exploitative fold.
