Against a thinking player a

Against a thinking player a c/r jam might be best because it represents the draws (FDs + SDs) on the board better than a NAI c/r would. 

They could level themself into calling off pretty light if they were assuming you c/r jam your draws and c/r NAI your top pair + hands. 

But you would need pretty strong history together to try to take advantage of such a metagame dynamic. 

Against a fish, you want to make it NAI to give them more room to make mistakes => they will continue with a lot of crap like gutshots here that they will fold if you ship.

NAI would almost certainly be better here.
