He was weak/passive.
My thought process was that i was running him over pretty well and i figured i can continue what i was doing and still grind him down anyway in better spots.

I would raise the river to 200 and fold if he comes over the top. That river is a scare card for a weak/passive opponent, so his bet does look very strong. I just think that our aces up two-pair is beating even a tight betting range on this river with how this hand played out.
