Facing a limp with a low pp 19 bb deep

I played a oppontent who seemed to be closer to tight than loose. He had played 600 games 0% ROI, total profit 360 at average stake 7 dollars. This game was played at 20 dollars. He had limped one time earlier in the game with 78o. I had raised something like 14/15 of my buttons, I folded to most of his raises pre, and didn´t make any 3-bets. We´re down to 19 bb, he limps, I have 55. Check, shove or a raise? And if i raise, can I raise fold to a shove? I guess shoving is a better option than raise calling. And if we raise small, how big?I raised 4x to, because i expeced to have more fold equety than 3xing. However it sucks when he´s shoving, which he did and i folded. I guess his range mostly is qq+, but not sure.

What is the structure of the game? Turbo, superturbo, reg? Shoving is always good I think, unless you are quite sure that villain has some trapping tendencies, or he changed gears suddenly because for some reason he expects you to be aggressive towards his limp. Still I think that against most of his range you got yourselves a coinflip, so I'd shove.

Definitely shove, a small

Definitely shove, a small raise is bad with these hands because of how poorly they flop and you're doing well preflop against almost all hands.
