I would call because he might

I would call because he might just be overbetting with a draw, or weaker eights. The reads on him don't seem that great but I think fish tend to slowplay big hands. This is also a line fish take with big overpairs At the same time he could be trying to build the pot. I think combo draws and just flush draws with overcards are possibilities and that he is trying to get you to fold. I would call once and see what happens on the turn. If the turn completes a possible straight I wouldn't fold yet (since really a T isn't that scary, did this guy really bet this much with gut shot or some random T? I doubt it). If the turn is a club and completes a straight I would be looking to fold to further aggression. If the turn comes with a high paint card like A or K etc I would still look at calling a bet (I would probably fold to an overbet though unless I had reads that he bluffs at scare cards on the turn, and he bluffs big since he thinks you will fold a high percentage of the time). If the turn comes a blank and you call a half pot bet, then the river comes say a non club Q and now he shoves the river I would lean towards calling (we don't have to be good that often).

If you didn't have any reads

If you didn't have any reads I'd say to just ignore the fact that it's an overbet and play the hand as you normally would (probably c/r for value)Since you've played almost 200 hands without any overbetting, there's a decent chance this is a strong play from him. I'd go for c/c and see where it goes from there, proceed cautiously for the most part.

From experience vs micro

From experience vs micro villains I think this is very often some strong draw, sometimes a pair and very seldom air. I'm at the bottom of my stacking off range here but I think it's still the most profitable play to check raise, keeping the range I described above in mind.

If your reads overall indicate a passive nature I can be inclined to check/call down like Barewire suggested too.
